Yes of course, Islam has not forbiden to engage himself to second marriage if he enables to maintain.
The ristriction of getting permission from exisiting wife(s) is beyond Islamic values and paths as given in Quran.
It
is unfortunate that we happily follow the man-made laws instead Allah
for which we face many problems in our social envoirnment.
